Actions
1.1 Generator/Disposer: Finalize a contract specifying Environmentally Sound Management (ESM).
1.2 Country of export: Determine whether to allow or refuse the export. If approved, the importing country of the proposed movement.
1.3 Importing Country: Receive the Notification Document from the country of export.
1.4 Country of transit, also, receive the Notification Document for approval (If applicable)
